Water/Sewer Change of Responsibility

Toledo City Code 8.4.23 states in part: All accounts for water/sewer shall be kept only in the name of the owner of the property for which service was installed. Any property owner, may request that charges for water/sewer to his/her property occupied by tenants or others be billed to tenants or others; provided however, that such property owner shall expressly agree to pay all charges for water/sewer services if such charges are not paid by such tenants or others on or before delinquency.
