CITY OF TOLEDO

CITY COUNCIL MEETING

FEBRUARY 22, 2022

MAYOR STEVE DOBOSH CALLED THE MEETING TO ORDER. THE MEETING WAS ALSO TELEVISED LIVE ON YOU TUBE.  THE FLAG SALUTE WAS LED BY OFFICER LOGAN MACOMBER.

COUNCIL MEMBERS PRESENT: Emily Morgan, Eric Hayes, Jamie Scalise, Michelle (Shelly) Thomas, and Glenda Forga.  

 

EMPLOYEES PRESENT:   Michelle Whitten, City Clerk; Jill Davis, Deputy Clerk; Sam Patrick, Police Chief; Logan Macomber; Officer; Randy Pennington, Reserve Sargeant and Mike Fisher, Public Works Superintendent. 

GUESTS:    Cindy Samco, Scott and Kathleen Macomber and Stephanie Fisher.  

 

EXECUTIVE SESSION:  Personnel Issues.  Mayor called for executive session to discuss personnel issues at 5:20 and to go until 5:50 p.m. per RCW 42.30.110.  Mayor called regular session back in order.

 

CONSENT AGENDA APPROVING CITY COUNCIL MINUTES OF FEBRUARY 7, 2022 AND SPECIAL MEETING OF FEBRUARY 16, 2022. Glenda motioned to approve the consent agenda; Emily seconded. Motion carried unanimously.

 

DEPARTMENT REPORTS:

Steve Dobosh – Mayor:     Nothing

 

Mike Fisher – Public Works:  Mike reported they started on “torch downs” again, trying to get them completed before summer.  He will be looking at the camp host site and what is needed at the park.  The meter replacement project is going well and they have started on the upper half.  The draft of the first three chapters have been sent from engineers for review.

Emily asked how many more meters are left to do?  Mike answered less than 100 which should be done in about a month.  The new software still needs purchased and when everything is installed it will take less than half an hour to read meters, whereas it is two days now.

Emily mentioned the rip rap at the boat launch is being washed away.  Mike will take a look at it.

 

Sam Patrick – Police Department:  Sam said things are kind of normal and he has a new officer on board.

 

Michelle Whitten– City Clerk:  Revenue and expenditure reports were in packets.  Council asked about street and infrastructure opportunities with the new grants coming out.  Michelle answered that we currently have a sidewalk grant.  Transportation projects need to be on our 6-year Transportation Improvement Plan. Currently the Water Comprehensive Plan is being revised and this will lay out projects needed with costs.  Engineers are working on water and sewer line design to Plomondon and then Toledotel.  Until engineers are done with design with costs, we do not have the information needed to apply for a grant.

PUBLIC COMMENT ON AGENDA ITEMS:  None.

NEW BUSINESS:

Oath of Office for new Officer Macomber.  Mayor Dobosh gave Officer Logan Macomber the Oath of Office.  Logans father Scott did the honor of pinning on his badge.  Logan thanked everyone for the opportunity to serve the City of Toledo.  Council members introduced themselves.

 

Liquor License Renewal – Riverview Foodmart.  Glenda motioned to approve the liquor license; Eric seconded.  Motion carried unanimously.

Paperless Agendas – Tablet Options.  Glenda motioned to purchase the Samsung Galaxy Tab A 128 gb, Shelly seconded.  Eric thought this was not a cost savings so why are we doing it. Shelly brought up the fact that it would be easier to go back and look at previous information instead of hauling all the paperwork around.  Council discussed it further.  Motion carried.

Personnel Issues.   Glenda informed everyone that she called a Special Meeting awhile back and discuss an increase to the current City Clerk/Treasurer position of $500 per month. The person in this position is doing quite a bit more than what the position normally would be doing.  Glenda motioned to approve $500 a month increase, Emily seconded.  Motion carried.  

 

UNFINISHED BUSINESS.  

Ordinance No 772 – Interfund Loan.  Second Reading.  Mayor read by title only.  Emily motioned to approve Ordinance No 772, Eric seconded.  Motion carried unanimously.

 

OTHER BUSINESS: None.
