CITY OF TOLEDO

CITY COUNCIL MEETING

JANUARY 18, 2022

MAYOR STEVE DOBOSH CALLED THE MEETING TO ORDER. THE MEETING WAS ALSO TELEVISED LIVE ON YOU TUBE.  THE FLAG SALUTE WAS LED BY MAYOR STEVE DOBOSH.

COUNCIL MEMBERS PRESENT: Emily Morgan, Eric Hayes, Jamie Scalise, Michelle (Shelly) Thomas (Zoom), and Glenda Forga (Zoom).  

EMPLOYEES PRESENT:     Michelle Whitten, City Clerk; Jill Davis, Deputy Clerk; Sam Patrick, Police Chief; and Mike Fisher, Public Works Superintendent.

GUESTS:    Cindy Samco, Ron and Sue Smith, Stephanie Fisher, Jessica Callahan and Brian Dennis. 

CONSENT AGENDA APPROVING CITY COUNCIL MINUTES OF JANUARY 3, 2022. Eric motioned to approve the consent agenda; Emily seconded. Motion carried unanimously.

DEPARTMENT REPORTS:

Steve Dobosh – Mayor:     Nothing

Mike Fisher – Public Works:  Mike reported an issue with the bathrooms at the boat launch with vandalism.  They are shut down currently until locks can be fixed and restrooms cleaned.  All the holiday decorations have been put away.

            The south river access road had been used as a garbage disposal area for someone.  Mike put in a gate for walk in use only and Officer Pennington cleaned up the trash.

            The engineers are currently looking at Well #1 and to see if the pump is capable of pumping enough water for the tests that need to be run.  The “draw down” was 4’-5’ and it held steady and was able to recover quickly.  This is a good sign.

            It was reported a crack in the Veterans Wall at the city park.  Mike was not able to see the crack but thought it may just need some epoxy.  Ron Smith said he will check with the Lions Club about fixing it.

            The new backhoe bucket was delivered.  The waste water treatment plant telemetry is not working.  The engineers are down and working on fixing it.  A new computer will need to be purchased and licensing software.  He is awaiting the bid.

            Emily asked if a key to the new gate at the river access will be available to be checked out.  It will be used for walk in by public, but emergency personnel will have access.

            Eric asked what the age of the current computer, Mike answered over seven years and there is a suggestion to update every 5 years.  Eric would like to take a look at it.

 

Sam Patrick – Police Department:  Sam added to Mike’s report that Officer Pennington did go through the garbage looking for some type of identification to see who did the illegal dumping but found none.  Another officer will be hired after passing a state mandated polygraph and psychology exam.  It is expected he can begin the middle of next month.

The new Durango is outside if interested in looking at it.  Sam is looking at marking it.  Day Wireless will have most of the items needed to outfit the vehicle next week.

PUBLIC COMMENT ON AGENDA ITEMS:  None.

 

NEW BUSINESS:

Approve Mayor Recommendation for Planning Commission Member.  Mayor Dobosh recommended Cindy Samco as the newest member.  Cindy was instrumental in the updated Comprehensive Plan as well as the Land Use.  Eric will abstain from the vote.  Emily motioned to approve Cindy as newest member; Shelly seconded.  Motion carried.

 

Economic Alliance of Lewis County (EDC) Membership.   Michelle explained how the EDC has helped Toledo in the past and the projects they are working on now.  They are mapping all infrastructure projects in Lewis Couty including Toledo.  They will help in funding applications to see those projects through.  Glenda motioned to approve the membership; Emily seconded.  Motion carried. 

 

UNFINISHED BUSINESS.  

Park Host.  Mayor has spoke with Ric, he has a motor home and waiting to get it.  He has two spots to take it to either in Westport or Toutle Park.  He is still waiting on an operation.

Michelle explained to Council his contract has ended.  They will need to extend or he will need to pay to be in the park.  Emily asked if he was still able to perform the duties of Park host and possibly extend agreement another two weeks.  Shelly felt we have been compassionate, we had Ric pick a date and he chose that time.  She sees no forward progress.  We need to post the position and get a host prior to spring opening.

            Glenda said that he should pay the current power bill which is over $300 per month and pay the recreation fee.  He needs to leave the park and has been a problem for years.  Eric agreed with Glenda, and added he needs to clean up his area.  We need to get someone in there that can do the job.

            Eric motioned to put on a two-week clock and Ric will need to pay the $30 a night fee, also extending his contract until today January 18th, Glenda seconded.  Jaimie wanted more clarification of the position of Park Host which was explained.  Motion Carried Unanimously.

 

OTHER BUSINESS: None.
